Can someone explain the purpose of the Groups field listed as a Visibility Constraint when creating a Jira Template? Google searches for this just return links to vendor plugins. Extra points for a link to the Atlassian Jira Template documentation.

Hi Trudy - we are trying to create an issue template. Please see the following screenshots: 01 is the top of the window and 02 is the bottom (the window would not fit into one screenshot).

How are you access the functionality to start the issue template creation process?
I don't believe issue templates are a native feature. I expect you have this feature because of a third party plugin that has been added to your system.
Are you a Jira Administrator for your system? If not, I recommend that you contact the Jira Administrator(s) for your system and ask them which plugin has been installed to provide the functionality. Then you can look up the app on the Atlassian Marketplace and find under the listing Support tab a link to the documentation for the app.
