Jira was unable to sent email notification, I tried flush mail queue option temporarily to sent the queued emailt. what is the isssue in JIRA and how to solve.

I recommended check Jira logs, You can see article Troubleshoot notifications in Jira.
You can try restart Jira - it worked for me.
