On one hand we would like to use Issue Collector to receive feedback, on the other hand our security is wondering whether we were opening our production installation to outside attacks or threats doing so.
Is there a way to limit the issues that will be created from an issue collector?

There is a huge benefit os using Issue Collector. If you are afraid of using PRD instance for that you can always set up a new small instance just for gathering feedback. Overall preventing DDOS attacks should be done (if possible) on the infrastructure level also by using Firewall filters or anything that will automatically detect that someone is trying to execute something against your site.
