We would like a way for four users to be able to see a consolidated list of all issues regardless of who they are assigned to or what project they are assigned to.

Hi @Marcus Hicks -- Welcome to the Atlassian Community!

What problem are the four people trying to solve by seeing all of those issues?

Perhaps rather than showing them just a list, some specific questions could be answered/summarized using the built-in dashboard features of Jira.

Kind regards,
Bill

Hi @Marcus Hicks,

Welcome to Atlassian Community!

You could do this using filters, just go to Filters > Advanced issue search. Just note that there is a limit on how many issues that can be displayed, it will only return the first 1000 issues, so if you have more you need to limit your search and use multiple filters instead.
