It seems not to be working here. I have a swimlane based on query "priority = Expedite" but nothing happens.
My board filter is:
What exactly do you mean by "nothing happens"? Are issues displayed in the board? Are the Swimlane(s) displayed? Are you not seeing the issues you expect in the Swimlanes?
If you turn Swimlanes to None, do you see issues in your board?
Can you show us the Swimlanes page from your Board Settings?
Can you show us the display of your board so that we can see the Swimlanes displayed? Black out confidential data.
Do you have any issues in the board where the Priority field has the value "Expedite"?
The swimlane doesn't appear in the board even though it has two subtasks with expedite field populated.

Your swimlane is based on the value of the Priority field being set to "Expedite".
Is "Expedite" a value in the "Priority" field, a value in another field, or the name of a field itself?
Can you show us an image of an issue that has the "Expedite" option? We just need to see the field name and the value. All else can be hidden.

I have a quickfilter on the same board using the same swimlane query and it works. IDK why it is not working for swimlane.

I was able to replicate your experience when I was working with Kanban board in a Company Managed project.
The same functionality in a Scrum board for a Company Managed project worked as expected and created the swimlane.
The other thing I found with the Kanban board was when I added another swimlane for a different Priority value, that other swimlane was created but the issue with the "highest" priority was still displayed in the Everything Else swimlane.
I recommend that you raise this directly with Atlassian Support to find out if it is a known issue or is expected to work that way.

IDK what they did, the swimlane is now working. They said that they didn't make any change on instance.

Flagged is not EMPTY
