I'm interested in changing both the Kanban and Scrum templates when creating a new project. I would like to change the issue types, workflows, permissions, screens, etc. I see how I can create a "Template Project" and share that configuration for new projects, which is fine, but just curious if I could eliminate that step and alter the templates in the 'Create Project' workflow?

The short answer is no, you cannot change the predefined project templates. There is a request to be able to create custom project templates, JRACLOUD-40141, go and vote for it if you want it to be considered as a new feature.
But you could start with a template and create a project then change the project to meet your needs and then use the created project as a ‘template” for future projects.
