We are importing tickets from another system and during import we would like the historical tickets to have the assignees reflected correctly to the assignee at the time the ticket was actioned.
At the moment, due to license number limit we have to deactive / reactivate users in between each import and limit the import number to where there are maximum 25 unique assignees.
We do not need these assignees to be able to action tickets, we simply just want to update 'Assignee' field to users that are also inactive (they don't need to have access to ticket if they are inactive).
The objective is to be able to import lets say 5k tickets with 40 different assignees where these assignees exist in Jira but some are marked inactive due to license limit. Is there a condition on the 'Assignee' field for active = true which can be temporarily removed for the import process?
We are using Jira ITSM Cloud.

No, you will not be able to assign issues to inactive users.
That being said, I would open a support ticket with Atlassian to see if they can assist in the loading of the data in some way.
