Incoming email blocked by "Service project Bulk filter"

In our service project, have an email configured (https://jira.<your instance>/<project name>/admin/<project key>/email-settings)

Recently, we had an email sent to our service project email address, however it was "rejected as it is a bulk mail". I am unable to find the "Service project Bulk filter" configuration settings and was hoping for some assistance here.

 

We have additional incoming mail servers/handlers set up in Admin/System/Incoming mail (https://<your instance>/secure/admin/IncomingMailServers.jspa). All of these are configured to "accept" bulk mail. 

Would there be any implications if I removed the email configuration from the service project and added it to the incoming mail servers?
