I am currently working on creating a project in Jira, where I will have the following
1. admins ( who needs access to all secirity levels ) who can access all epics and stories in the project
2. level 2 users, they should have access to the epics which are assigned to them . and the stories under those epics. if there are multiple level 2 users, one user should not have access to another users epic or stories. ( there can be a user group who has access to one epic)
I came to know that I can achieve this by using security levels for each epic. But
1. can admins have access to all security levels and hence access all epics of all level 2 users ?

Check out this support article to learn more about configuring issue security. As long as you make sure your admins are members of both security levels, they should be able to see all data.

Thanks @Walter Buggenhout . I will try. I was a bit confused whether it is possible to assign multiple security levels for single user or a user group.
