The boards are broken, and when I try to recreate them, the project itself does not appear on the lookup. I have performed user clean-up steps, changing ownership of boards and filters to valid user, then deleted orphaned boards, filters, workflows and screens.
In my journey through configuration clean-up, I noticed that the two broken projects are in the Default Permission Scheme, while the successfully migrated projects are in the Default software scheme. I'm on the free plan so can change the scheme and can't move the project configuration, so I think I may just have to abandon these projects?
Recovering these two projects was more effort than they were worth, so I have deleted them.

On the Free plan the Default Permission Scheme should show that Any logged in user has permission to browse the project. With that permission you should be able to see the projects in the View All Projects list and in the project lists available when creating an agile board.
What permission scheme is assigned to the projects on the source system?
Are those two migrated projects Software projects on the source system or Core/Business/Work Management projects?

Server version is always less than Cloud Version. There features available in Cloud but not in Server.
There are steps to follow in order to successfully import a project from server to cloud.
