Hyperlinks in comment notificaiton emails no longer work

Today I started getting reports from users (and validated myself) that comment mention email notifications no longer have attachments hyperlinked. i.e. If a user is mentioned in a comment with an attachment, they see the attachment in the email notification but cannot click through directly to the attachment as they used to be able to.
