How work allocation is assigned based on capacity (hours) of the team per week

I define my teams by weekly capacity in hours, but I notice that the work breakdown allocation doesn't take that into consideration for all tasks planned for that week.

For example, for the week of October 22 - 28th, the team's allocated capacity is 230 hours. However, when I review the work capacity breakdown, there are several tasks with 0 hours allocated (thats the reason why it only has 148.8 hours). These tasks, however, have already been estimated (the Estimates field is populated), along with Start and Due dates. In the screenshot provided, the third task (right after a bug with 1.8 hours) has a 3-day estimate with a duration date of October 23 - 27th. Why didn't JIRA allocate some number of hours in that week as I had planned?
