How to restrict/prevent parent ticket to be closed unless all the sub-tasks are done?

Is there any way to prevent a Parent ticket to transition to close unless all the sub-tasks or children tickets are closed/done?

We have decided to implement a policy in our process and workflow that the JIRA users will not be able to close a parent ticket unless all the sub-tasks tickets are completed.

How can we do that in JIRA workflow? Currently, Users are able to close a parent ticket despite of the sub-tasks or children tickets are still in new status.

Is there a way to display an error message that the sub-tasks are open when we try to close the parent issue? Otherwise, user would be clueless as in why the Done status is not appearing.
