I have several projects where I want a core group of people to have full access as normal, but I want users beyond that small group to only be able to see and edit issues that they are assigned to.
I see documentation similar, but it is only for data center/server and I need this for cloud.
Hi @Christopher Getner , I would refer you to this article as the solution - configure-issue-security-schemes . That is the only solution OOTB.

If you go to the permission scheme and add assignee to the browse project, edit issue and all relevant permissions, users assigned to an issue (without a project role or any other access) are able to see only assigned issues and no other.
