It sounds like you are describing a custom field in Jira? This can be accessed/updated by Jira Administrators in Jira Settings > Custom Fields. Here's documentation on updating custom fields:

It is not a custome field, it is an actual checklist template. I could figure out how to edit it. Issue checklist > ... > Manage Templates.
