I have multiple boards in a single project, now I want to restrict only one particular board to just create sprint /start sprint but they can view the board for checking the backlogs only.
Example scenario:
project: A --->03 boards --- visible to GROUP A, and Administrators
Board X, Board Y, and Board Z

Since the boards are showing the same issues or at least issues beloning to the same project, the boards follow the permissions on that project. The Manage sprint permission is a project permission and can not be set board by board.
You can however grant this permission to a group, but then they wont be able to start / stop sprints on all the boards of that project. You can do this by granting / ungranting the Manage sprints on the project.
Best practice here is to use project roles, then assigning the roles to permissions in the permission schemes.
