I am trying to create user guide for my project and I found Jira's user guide is exactly what I need (https://confluence.atlassian.com/jira064/jira-user-s-guide-720416011.html).
Could you please provide me details how to create this type of guide for my own project but suing Jira (since we user Jira for complete project management).

You can't do this using JIRA. This is done in Confluence.

I created user guides for each of our projects (PDF docs stored in SharePoint), and added a pinned field called user guide with a link to the PDF in the description. Works great for us.
