Is there any way I can create a shareable link to invite any user to my Jira Cloud without his/her email address?

Per your description, I understand you would like to generate a link that you can share with your users and they can use the sign-up to your Jira Application (Being added with a valid license). Is that correct?
You can follow the steps of the documentation below to generate this link for each product you are current using:
Specify how users get site access
Select the checkbox for the product you want to create an invite link for. The invite link will appear below the checkbox. Users with the invite link will land in the product selected.
Copy the invite link and share it with users you want to give site access to.

By the collection and tags selected, I believe the user is asking for an invitation link to internal users of Jira Software application, not service desk customers.
Anyway, thank you for your answer! It may help other users looking for this option in Service desk.

Also, note that the customer signup link in that reply only applies to JSM Server & DC.
