How to configure Jira to allow changing assignee and story points of an issues in the backlog board?

Hi, I want to change assignee and story points of an issue on the issue list in the backlog board. 

Please give me the way to do that. Thanks

Welcome to the Atlassian community.

Editing the Story Points and Assignee in a board backlog by clicking on those elements in an individual card is available only for Team Managed projects. 

The function is not available in Company Managed projects. There is a change request for editing Story Points in Company Managed project boards here:

I didn't find a change request specifically about editing the Assignee on the board.

To update the assignee and story points you have to click on the issue and then you will see issue view at the right side. 

If the assignee and story points fields are added to edit screen then you can update it.
