I am helping the Facilities Team for my organization set up project management in Jira. There are types of projects that we manage that have many stakeholders, most of which do not have Jira licenses. Is there a way to set up a project and then be able to communicate deadlines, issues, tasks, etc, to them either via email or a dashboard view?
For example, when we open, close, or move and office space there are many people we communicate with and have deadlines and tasks who do not hold Jira licenses.
Thank you for any help and guidance. I am not an administrator in our system, but if I get some direction I can ask our administrator to enable any features that may help with this.

You can setup dashboards to be publicly accessible to communicate the status of things. That's probably a simplest approach. However, there could be data sensitivity issue if the team is not ok to share the status publicly.
Or take a snapshot dashboard and e-mail to the stakeholders is way around that.

I think we will try to go with a Service Project and use the ticketing feature to open issues related to individuals without Jira licenses. I am having a problem making the request type not open to our portal group. So when I create this project, a new option on our public help page comes up for all staff in our organization to submit tickets to and I want to remove that. Any suggestion or direction on this?

You have the option to create a request type and hide it from the portal. However, this means the users won't be using the portal to submit tickets. They would submit tickets only if they have access to Jira.
There's also the option of only allowing license users to access the portal but that's product wide and not by project.
Keep in mind the portal is meant to be open up for the org or publicly. For example, for anyone to submit IT or Facility tickets. If you are support org, then letting all your clients to be able to raise issues and request.
