I am trying to configure the field layout for the issue view, however, I am not seeing any configuration button which is the solution in the link below:

I am hoping to edit certain columns to display certain custom fields.
Are you using Jira Cloud or Jira Data Center/Server? The issue layout is a Cloud specific feature and is not available on Data Center/Server. The easiest way to identify if you are on Cloud or DC/Server is to look at your URL, if it looks something like https://xxx.atlassian.net then you are on Cloud, otherwise you are on DC/Server.
I am using Data Center/Server. Is there anyway to configure the columns (ex: People, SLAs, Dates) that are displayed in the issue view?

You can change the order by moving the fields around on the screen associated with the issue, that's about it on DC/Server.
