How should the Belongs to link be interperted?

The Belongs to link is shown in both the Issue Links section and in the Links Hierarchy.  In the Issue Links section it can be interpreted as "the current object Belongs to the linked object", however in the Links Hierarchy section The upwards facing arrow in the "Belongs to" icon  implies that the "the linked object Belongs to the current object" . 

Which was is the correct way to interpret this relationship marker?

This isn’t a default link type. I suspect an admin added it so you would need to chat with the admin to understand their intentions. Hmmmm, taking a  second look at your images I’m thinking you have some addon here possibly? At least this looks foreign to me.
