How many projects can an account have?

How many projects can a system have, and how many issues can't a project hold?

There is no limitation on number of projects and number of issues. You can have any number of projects or tickets. 

Atlassian didn't mention any limitations on project/issues. You can refer below link for differences between free, premium and standard plans.

You probably have the ability to create more than you should one a single instance. Especially, since you are on the Free plan. You should be fine.

But how many? I'm trying to see the layers there are.  Maybe I'm all wrong thinking from a database point of view.

You can create as many as you need. Is there a goal in mind?
