How is plugin install propagated to other nodes?

Hi, on one of our dev environments I am struggling with a situation that after plugin install (from marketplace) the app is only installed on this node and does not populate across other nodes.
I want to troubleshoot it myself, because it's most likely a bug in dev env setup, but I can't find anywhere info how other nodes should get to know the fact that a new plugin is installed and they should deploy the plugin jar from shared plugins folder? What logs can I look for in order to verify it?
Both nodes appear in "clustering" as fully-functional and connected, no warnings about clustering/db/cache in troubleshooting section of settings.
