For more details:

1) Go to Jira settings-> System

2) Select 'incoming email' and create a new one mail handler:

3) Select a POP/IMAP server (in my example I'm using the default one which corresponds to a specific email address indicated in the POP/IMAP server section)

4) Send an email to that address:

5) And the ticket is created!

Did you ever get this issue resolved? I am having the same issue and was wondering what the resolution was for you.
