How do I set up my Jira so customers cannot tag other customers?

We're working with Jira for several projects (which in our case are customers). This leads to the problem, that the external users who own the role member/client cannot tag other members such as our project managers. We figured out that we would need to add this permission on the admin settings but this leads to the issue, that our external users see other external users which makes it a DSGVO issue. Is there any possibility to give those users the possibility to tag us but aren't able to browse through all the other project members?

@Daira Brack It is all or nothing.  If they can tag one user they can tag them all.  There are not any apps that would provide this functionality either at this time.
