How do I remove an user who is org and site admin and give that access to another user?

I need to remove access from the user who is org and site admin, and give that permission to another user.

Hi @Melo thank you!

The thing is, the user that has that permission is the only org admin, I am just a site admin. So I don't know how to proceed.
