How do I make a custom field required?

I have been trying to change my custom field from no (not required) to yes (required) but the system will not take my change. The custom field is website property. But I did notice that I cannot change any of the fields required selection. My guess is that I am trying to do this from the wrong screen?

Field configuration schemes control if the field is required or not. If you mark it required it will be required upon creation.  A field configuration scheme is made up of one or more field configurations so you can require different fields for each issue type.
