my site admins are unable to add jira-admins-jira-bic-msk because of your role. Any suggestions apart from giving them Org Admin access?

I am not clear about the problem you are encountering.
Can you provide the details of each step the site admins are trying to execute?
What screens are they accessing? What options are they selecting?
Where are the site admins trying to "add jira-admins-jira-bic-msk"?
