How do I grant a Site Admin the ability to add jira-admins-jira-bic-msk

my site admins are unable to add jira-admins-jira-bic-msk because of your role. Any suggestions apart from giving them Org Admin access?

Can you provide the details of each step the site admins are trying to execute?

What screens are they accessing? What options are they selecting?

Where are the site admins trying to "add jira-admins-jira-bic-msk"?

Note that Atlassian has been making changes to the User Management interface. There is the "original" management interface and the "centralized" management interface. The document contains instructions for both so make sure you are looking at the correct instructions for your environment.

Review the documentation to find that information. I believe the documentation states which roles have access to execute the steps.
