currently when I enter settings->system->outgoing mail the page shows only:
"Outgoing mail enabled."
In the guides it says that there is an option to configure SMTP mail server, but there is nothing on this page.
I want that all the developers in the organization will get email notification on issue events.
I would appreciate if someone could tell me what I need to configure in order to reach that.

Welcome to the Atlassian community!
You might be referencing a guide that is for Jira Server/Data Center (self-hosted) rather than Jira Cloud. With Jira Cloud you don't have to set up a mail server. You just enable or disable outgoing mail.
You will also need to configure what Notifications you want to send.
For Company Managed projects, that is done through Notification Schemes.

For Team Managed projects, each project has its own Notification Configuration.
There are also Default User Preferences and individual users can set Personal Settings that affect the receipt of notifications.

Thank you for your answer. My project is Company Managed project.
I went in to the notification scheme and it seems that all is configured in a right way.
I also checked on my Personal Settings and saw that Email notifications for issue activity is set to 'Send me email notification'.
But still no email is being sent when issue is created/updated..

Who is creating the issue(s)? Who is updating the issue(s)?
There is a tool called Notification Helper that can help you debug this.

In it you select a user, a specific issue, and a Notification Event, and it will tell you if Jira was configured and issue fields set appropriately to send that user a notification for that event.

On my phone I get the notification on my Jira app but when I'm checking my mail box, there is no notification..

Which "Get email updates" do you have checked? Are you saying you have all of them checked?
Show us what the Notification Helper dialog displays.
Have you ever gotten any emails from the Jira system? Do other users get email notifications from the Jira system?

Email notifications from this community are not relevant to this problem.
For the Notification Helper window you provided, the event you selected was Issue Created.
The output indicates that per the Notification Scheme you should be notified when issues are created. However, in your personal settings you have unchecked "You make changes to the Issue". In the case of creating issues, if you are the person creating the issue then you will not be notified because you are the one making the change that triggers the event. You should receive email notifications if other users create issues in that project though.
Do you get any notifications about issue changes at all from Jira? Can you have another user create an issue in that same project (the INZ project) and see if you get a notification?

I have configuration for all the issues events. Here in gje example I sent onlt 'issue created'.
Of course I asked somebody in our company to create an issue and assign me but I didnt get any notification..

If you are not receiving any email notifications from Jira for any issue events, then your email address has probably been blacklisted on the Atlassian side. In that case, only Atlassian can resolve the issue, and you should open a support case directly with them through this site:

By default Jira Cloud uses an internal SMTP server, but this means all mails will come from the jira@YOURJIRA.atlassian.net
You can configure an alternate email address to send from (like in your own domain), but you'll need to do additional setup to make sure replies are properly processed by Jira.
