There's activity coming in on an Admin user and i would like to check where it's originating from before simply shutting off access. The options I see in the admin guides don't seem to apply to JIRA cloud.

Correct, you don't have access to the logs you need on Cloud. I'm afraid by far your best bet is to disable the misbehaving account and talk to the user who then yells at you.
