You can order things in the Screens. For example, if you have a Create screen for a given project and issue-type then you can go to that screen and drag-n-drop to rearrange. If you are using the new issue view you can go to Project settings > Summary > Issue layout,
Is there a way to make this the same for all of our projects or do we have to do this individually for each of our projects so that the order of the fields is consistent?

Next-gen projects are independent of any system configuration, so the screen schemes won't be applied to next-gen.
On next-gen projects, the create issue screen will show only system fields and to show custom fields created in the project, it's necessary to click on "Configure fields" and select the desired fields.
For classic projects, each project will have a screen scheme, but you can use screens from other projects. Screens that are shared between projects will show a list of all projects that will be affected when changing the scheme:
