We use Cloud Jira, yesterday found blocked one account.
Then i deleted it.
When i try to resend ivite to this user, i get alert, that i can't invite this user, because he is blocked.
How can i restore blocked and deleted user?

Good day! It might be possible that either the user is in a suspended state or it's in a blocked state.
In case, you want to verify, if the user is suspended, you can navigate to admin.atlassian.com -> Directory -> Users, search for the user ( make sure to uncheck all filters option before searching), and see the user account status. It will show suspended if the account is suspended.
In that case, just click 'Restore Access' and the user account will be restored.
If the above is not the case, you can contact Atlassian support and the support team will help you in checking the account status in the backend, if it is blocked and assist you on that.
