How can admins identify technically active but functionally inactive users in the Cloud environment?

One of the biggest (and arguably somewhat deceptive) issues with Cloud licensing is this:
Once users are created they are automatically counted towards billing even if they don't accept the invite or log in. A user must be explicitly deactivated, deleted, or removed from a synced user directory (if you have Google sync) to not count towards billing.

Well... that's nice. You could wind up paying many times what you should be because accounts were created for people who, for whatever reason, aren't using them - AND there is no way to identify these users via the GUI.

So how would people go about identifying inactive but technically 'active' users so that they can deactivate the right people?

Going to user management, exporting a CSV, and sorting on last seen seems to work well enough.

Thanks but that might be more complex of a solution than the party I'm asking on behalf of would be willing to use.
