How Edit property "Watchers" in JIRA?

My question :
How add issue link, in parametr - "watcher.error.user.cant.see.issue" ?
Path in properties : /opt/jira/atlassian-jira/WEB-INF/classes/com/atlassian/jira/web/action/JiraWebActionSupport.properties
am update file "JiraWebActionSupport.properties" on :
watcher.error.user.cant.see.issue = The user "{0}" does not have permission to view this issue. You need to Edit the issue and add this user to the Watchers field on the Edit Issue Screen. https://jira.osmp.ru/secure/EditIssue!default.jspa?id={IssueID}
*alert error* -> text + link (on edit current issue , where user can edit field "watchers")
