I have had nothing but problems working through Jira termology. I have looked for training. The use case here is for Program management, not SW or agile. Is there someone I could get help from?

Welcome to the Community! What specific question do you have? Or in other words, what terms do you find confusing? I remember that when I learn SAFe, epic was used to represent something different from what Jira defines as epic. But I don't think I found many discrepancies with other terms in regard to other project management methodologies. I'm curious to learn more about your experience.

Welcome to the Atlassian community.
I am neither a "program" manager nor a "project" manager, so I am not familiar with the terminology used in those roles and can't offer you a mapping of those terms to the terms used in the Jira Software product.
However, based on this Program vs. Project Manager article from Atlassian, I wonder if the Jira Software product (or Jira Work Management product) may not be the best product to suit your needs for "program" management.
Jira Align is advertised by Atlassian as the "program management" tool. Have you looked at that product?

I like Jira Align, but I'd say that it's better suited for scaled agile. If you're not implementing something that big, it may be a little "too much".

You could try asking in here if there are some specific terms you don't understand. Alternatively there are some really great trainings on LinkedIn Learning if you have access there. I have not watched the full video, so I can't say it's a great source for everything you want, but it looks to be a pretty comprehensive review.
