Error Cannot add user, all the user directories are read-only

I am in the middle of an upgrade, we installed/migrate the Jira 9.12 to new server and we created a new database to hold the data for the new server. We created the database based on the data from the legacy server. I did the installation of 9.13.1 and now I am trying to use the new database, I go through the steps but when I get to add an administrator I get the error Cannot add user, all the user directories are read-only. I saw a few postr about it but not actual solution. Anyone can help me.

Hi

 

Could you use the recovery account to update the Directory configuration and create new user ?
