How can I send an email to the assignee of a ticket if the status of the ticket didn't change for 4 hours? More than that, is it possible to specify a working interval - for example, from 9 to 5 and to send an email and count the period only in this interval?
I have automation and script runner if this helps.

Create a scheduled automation rule with JQL "not status changed BEFORE 4h".
You can set the rule to run for every 1 hour.
