Hi,
I have another Site Admin who is not receiving email notifications when issues are assigned to her and/or updated. We made sure that Notify Me was enabled in User Preferences. There doesn't seem to be any other settings that we could find to enable her to receive email notifications. Any ideas on how we can resolve this?

Have you tried to check it with the Notification helper, what does it say? To open the notification helper, go to Jira Settings > System > Notification Helper. Or simply press the dot (.) key and type notification.
