You can achieve this with notification schemes.
You need to update the notification scheme of the project and and add the current assignee to the Issue Assigned event and if you don't want to send emails on other events, you can delete the rest.
To get an email if you are mentioned somewhere, you can set it under your profile. Click on the your profile on the top right and Personal Settings. Then make sure the Someone mentions you options is checked:
