Docker running out of memory

I am running into an issue when building docker images with pipelines. I have marked the step as large and allocated the docker service with 4096 MB of memory. Locally I have tracked the amount of memory used by the docker daemon and any processes spawned by the build process and have determined that the whole build process never exceeds 600 MB of used memory at one time. This indicates to me that there should be sufficient resources for the build process to happen and yet it still fails stating that the docker service has exceeded its memory limit.

Any suggestions on what is going on or how to fix it?

I don't believe issue is related to jira software cloud.

Yes, I saw this post and I was still running into issues with the alpine version of the image.
