I would like to use a form to allow users to submit issues to my Jira project but I don't want to grant access to all users to my Jira project. Can a user submit an issue via a form without my having to grant them access to my project?
Hi @Colleen Sollars and welcome!
If you're using Jira Software with a company-managed project, you could use an issue collector for your use case.
In case you're using Jira Work Management, you could use the forms feature there.
Hope this helps.
Interesting...I had not heard of this issue collector feature until now.
I also found out that as long as your users have a Jira account and access to your cloud instance, then if you select the "Open" permission on your Jira form that they will be able to use it. They don't specifically need to have access to your project.

Thanks Michel!

@Colleen SollarsYes, that is correct. So if you're using Jira Work Management, I think these forms are the way to go.
Please consider accepting the answer, maybe it is helpful for others as well - thank you! :-)
