Do we have retry mechanism in webhooks on JIRA Data Center?

1. If there is an issue with target service, is there a way to retry from Webhooks?
2. Can we configure webhooks to store the change payload in DB?
3. If there is an issue with Web hooks system, is there a way to trigger all pending requests when the webhook was down?

1. Webhook retries are currently only supported in Jira Cloud, here's the feature request for DC: https://jira.atlassian.com/browse/JRASERVER-70300

2. I'm not sure if you're referring to the Jira database or some kind of external database here (?) - this isn't explicitly possible with the Jira database.

3. As per 1, this currently isn't supported.
