I use labels for many filters and I can apply/remove "en masse" as I work my processes
Unfortunately, I've not found a way to disable such notifications and folks will get a ton, based upon my actions.
Looking at the Notifications Scheme, I was hoping that by limiting this Notification "An issue is edited" to just me, doing my en-masse labeling and then restoring to the necessary recipients, the notification wouldn't be generated but alas, it still is.
Any insights on how to disable this?

If you are using the Bulk Change feature in Jira to make those changes you should find an option at the bottom of the screen to not send emails. It is unchecked by default if you are accessing the system as an Administrator.

Alas, I do not check that box so, emails don't go out but notifications to the mobile devices go out, which doesnt have any fine tuned "disable" notifications.
Many on my team still want certain mobile app notifications but certainly not from a "label add/delete" operation.
