We are trying to lock the Description section from being editable when the ticket reaches a specific workflow setting. Is there an easy way to do this?

For limiting only certain fields on certain steps of the workflow you would need a plug-in like scriptrunner
if you were overall preventing it from being edited than this would be easier as native functionality for edit issue screens could be used
