Default project roles not working

Hi,
Here are the actions I took:
  1. I created groups
  2. Added people into those groups
  3. I created roles
  4. Linked roles to groups as default (system/project roles), like: default groups for the role Issue Manager are Developers, PO, Project Lead
  5. I created a Permissions Scheme
  6. Set the Create Issue permission to the role Issue Manager
  7. Linked this scheme to a project
It seems that it is not working as it is because I cannot create issues for that project.
I need to go to Project settings/People and grant again the role Issue Manager to the same groups to make it work.
So, my question is, why the default setting (System/Project role) does not work? And why do I need to do it again in Project settings/People?

Welcome to the Atlassian community!

As per the documentation on setting up default members in Project Roles the defaults are applied only to projects created after that configuration is defined. It won't be applied to projects that already exist.

The default members for a project role are users and groups that are initially assigned to the project role for all newly created projects.

Changing a project role's default members does not affect the actual project role members for projects already created.

The error message is the clue, add the user to the Simple Issue Manage project role.
