If an assignee of a ticket inputs names or emails of a user in the Comment field (or even uploads a csv with names and emails) within a Jira ticket, is there a way to automatically create a subtask for each name/email?
Not possible for sub-tasks, but I know that "checklist" apps which manage a list of lightweight todo items (instead of heavier sub-tasks) support something like that.
For example, Issue Checklist supports markdown to define a checklist, see here.
With that, your user could just paste a plain text fragment with one name/email per line, and the app turns that into a checklist.
I think it could work even better.
(Note that there are several checklist apps, so there may be even better or cheaper options.)

Thanks @Aron Gombas _Midori_ for recommending our app. It's true - with Issue Checklist Free (up to 20 items per issue) or Pro (unlimited), you can simply paste the text that has one name or email per line and it will automatically create checklist items from each line, like this:
If needed you can even use the app to turn each item into a separate task with just one click, using this button.
Due to a limitation in Jira API, these will not be subtasks, but they can still come with a link to the original issue.
