Hi,
I want to add Confluence to my Jira instance, and only 10 people out of our 33 users are going to use it. Please advise what are the steps of the implementation. And if it will be free or it is going to charge my company because we have already a number of all users exceeding 10.

You can use the free plan for Confluence up to 10 users. Different functionality and pricing is listed here:

As I understand it, assuming you're the admin for your site, since you're already on the cloud, you can go to your 9 grid, select 'Administration', then 'Products' and select the 'Add Product' button. It'll ask you for your cloud site, and you can add Confluence there. You can the choose between Free, Standard or Premium.
You can then assign Confluence to the 10 users that will use it, and the rest won't have it.
I have way more JIRA users than Confluence users, that shouldn't be an issue.
