A jira comment though restricted to be visible to a particular group - when I refresh the page the restriction disappears and the comment is visible to all again.
All the permissions are set up correctly in global and project settings.

I just tested on my instance and this error doesn't appear.
It is not related to project seetings. Please contact Atlassian support https://support.atlassian.com/contact/
