Clone Atlassian Cloud instance

Could I get a new instance cloud from my actual instance with different domain but the same information that one already exists?

You can create a sandbox and copy your data from prod there (requires premium subscription)

Another option is migrating the data to a new site

Sandboxes can be found only on premium plan. So this means that @Soporte atSistemas has to upgrade to a higher plan with double the cost. And besides that, as you said, you still have to copy the data.

Out of the box no. And what do you mean with the same information? Does the "same information" includes your users as well? If yes, then you would pay twice..

Possible solution could include:

You can perform a cloud to cloud migration, but it's limited on the info you can migrate https://support.atlassian.com/migration/docs/perform-a-cloud-to-cloud-migration-for-jira/

Another solution would be use to sync issue across two instances using 3rd party apps like Backbone or exalate.

You can also try to export you cloud site and import it to your new instance. This is also limited again https://support.atlassian.com/jira-cloud-administration/docs/export-issues/
